		<description>This is worrying. Central Taiwan didn&#039;t really get good spring rains last year like it should have. Most of the rain we had last year was typhoon related, and it pretty much hasn&#039;t rained at all since the last typhoon came through. If the plum rains are weak again this spring there&#039;s going to be an even worse problem than there is now. Resource scarcity is arguably the greatest threat Taiwan faces and there needs to be some major government led initiatives to encourage the efficient usage of water (and all resources).</description>
