		<description>owshawng, you are right. Politics with its short term electoral cycles is not well suited to solving a long term problem like climate change. Taiwan&#039;s dysfunctional legislature makes it even worse. 

In the next few years I think most countries will start to implement policies to tackle the problem. Taiwan cannot afford to be left behind. In the long term the cost of doing nothing will be far greater than the cost of trying to solve the problem.</description>

Unfortunately I doubt any politician will follow your suggestions.  They only care about getting elected and rewarding their supporters.  If your suggestions were implemented, by the time they started having a noticeable impact, the politicians who authorized them would most likely be retired or have passed away.</description>
